Steering Committee Meeting of GCD was held in Luxembourg

The Sherpas Meeting held in Luxembourg on 29 February 2008 resulted in commencing the preparations for the next Steering Committee Meeting (SCM), which was scheduled to be held on 29-30 May 2008. During two days, the SCM hosted the GCD members and participants in the heart of Europe in the city of Luxembourg. The SCM discussed the issues of the local mobile services and selection of the hosting city of the General Assembly Meeting 2008.

Moreover, during the SCM the partnership agreements between the Politech Institute and the Intelligent Community Forum were signed, as well as the signing ceremony of the Helsinki Declaration by the cities of Trier and Saarbrück was celebrated. After the SCM, the press release about the GCD SCM was issued in the newspaper of the city of Luxembourg "La Voix du Luxembourg".

8th edition of the GCD Mayors' Summit 2007 in Metz, France

This year's GCD Summit was a huge success. On 5 and 6 December 2007, the city of Metz, capital of Lorraine region, welcomed members and guests coming from Africa, Asia, Europe, and Latin America.

The city of Metz was chosen as a hosting city due to its historical achievements and pioneer involvement in Information and Communication Technologies.
An exemplary city in offering high innovative services using advanced technologies for its citizens, Metz, gathered GCD members to dialogue about the new challenges of the network and shared latest and upcoming news with its members.

The 8th General Assembly Meeting gathered mayors, representatives and participants to discuss and comprehensively address the issues concerning the strategy and action plan for the second year of the 2006-2008 term. The challenge of this year's agenda included the new legal status of GCD Network as an international non-profit organization (AISBL) and financial, organizational and legal changes related to this achievement.

On the occasion of acquiring a new status of AISBL, the financial structure of the new AISBL was one of the important issues of the meeting. From now on the new legal entity will allow GCD-AISBL among others, to participate in joint projects as partner or to provide expertise to international bodies. Within this legal framework GCD appointed the city of Segrate (Italy) as treasurer and approved the entry of two additional cities in the Steering Committee: the mandate cities of Luxembourg (Luxembourg) and Rufisque (Senegal) will only last one year as the election of the new steering committee is already scheduled during the General Assembly Meeting in 2008.

In order to generate synergies, the city of Luxembourg will organize an international symposium on Wi-Fi at the end of May or beginning of June 2008 and host in parallel the first meeting of the GCD-Steering Committee. During this event GCD will present the results of the work done on "mobile public services".

Communication and an easy access to information are key factors in global networking. This year, the city of Guro (South Korea) created an e-Government database for GCD members, which is already being promoted on the official website of the network. GCD members are welcome to create their profiles and promote their experience and best GCD practices. In addition, the usage of one of the most popular social networking websites - Facebook.com was discussed. The city of Issy-les-Moulineaux emphasised the importance of using Facebook in reinforcing the dialogue and communication between the GCD members.

One of the reasons of holding the event in Metz, is that the city of Metz together with other 3 member cities, Luxembourg, Saarbrück and Trier, is involved in the QuattroPole Network, which implements innovative projects for cross-border cooperation. On the occasion of the General Assembly Meeting in Metz, the mayors of the QuattroPole cities, underlined that they apply the fundamental principles of GCD within their network: exchange, dialogue and share for the benefit of all citizens. This regional, cross-border dialogue was the kind of dialogue they recommend globally.

For the first time, GCD members, friends, partners and guests were able to follow the GAM and Summit online and in real time as it was broadcast live thanks to the friendly support provided by ´SofTV.net´, a division of the Canadian company ´XStream Software Inc´ in close collaboration with the cities of Metz and Bremen, supported by white balance - projects pool agency GmbH.

Members of the GCD-Steering Committee Meeting on 21 April 2006 in Segrate, Italy, in order to review the activities carried out from the GCD 2006 action plan.

During the event, the city of Porto Alegre (Brazil), represented by its mayor, Mr. José Fogaça, joined the Global Cities Dialogue at the Signatory Ceremony of the Helsinki Declaration.

One of the main points discussed during the meeting was to prepare an amendment of the GCD constitution, which will be proposed on the next General Assembly Meeting to be held in Issy-les-Moulineaux, France, from 18-20 October 2006 in the framework of the World E-Gov Forum.

6th Worldwide Forum on e-Democracy

The 6th Worldwide Forum on e-Democracy took place on 28 & 29 September 2005 in Issy-les-Moulineaux, France. With about 1,800 participants coming from 43 different countries and over 100 high-level international speakers, the Forum provided once again a unique platform to discuss about the progress on the implementation of e-government tools and services in the public administration, the introduction of electronic voting systems and the electronic identity card as well as about the deployment of freeware and the fight against the digital divide.

The Global Cities Dialogue, in close co-operation with the Conference of European Regional Legislative Parliaments (CALRE), organized a round table within the Forum on 29 September focussing on "e-Democracy at local level and digital divide" as preparatory meeting of the Bilbao Summit.

April 1 - 4, 2005

Members of the GCD-Steering Committee met on 1 April 2005 in Prague for approving the GCD-Action Plan 2005-2006. The action items, which were identified as priorities by the Steering Committee are the following: the Development of e-Democracy at the local level; the implementation of ITCs in the education field; the development of devices reinforcing the safety of the networks and improving the risk management; the Development of e-public services; e-Inclusion and the Fight against the digital divide; the Development of GCD in Latin America, Asia and Africa.

On 4 April 2005, in the framework of the 8th ISSS/LORIS/V4DIS Conference taking place in Hradec Kralové, the Global Cities Dialogue contributed to the European Networks session with a GCD-presentation given by Senator Willi Lemke, Senator for Education and Sciences of the Free Hanseatic City of Bremen in his function as overall vice chairman of GCD.

6th Annual Summit of the Global Business Dialogue on e-commerce (GBDe)

The 6th Annual Summit of GBDe took place in Kuala Lumpur on 29 - 30 November 2004. The first day of the Conference was devoted to expert level dialogue between GBDe working groups and representatives of governments and non-governmental organizations and focussed on the identification of the network's main priority issues for 2005. During the second day several topics, e.g. cyber security and spam, dispute resolution, the delivery of digital content over multiple platforms, have been tackled within roundtables involving GBDe CEOs and a selected number of governments, NGOs and stakeholders. As partner of GBDe, GCD was represented within the summit by Mr. Fernando Andrade, Mayor of Miraflores and regional vice-chairman of GCD for Latin America.

5th General Assembly Meeting of the Global Cities Dialogue in Miraflores, Peru.

The 5th General Assembly Meeting of GCD took place on 4-5 November 2004 in Miraflores (Lima-Peru) and was held in parallel with the First Annual Meeting of the Network 13 "Towns and the Information Society". As main outcomes of the GCD-GAM were the signature of a co-operation agreement with RED- the Iberoamerican Network for Digital Cities, and IT4ALL - the Network of Local Authorities on the Information Society and the elections of the members of the Steering Committee for the next two-year term (2004-06). During an official signatory ceremony of the Helsinki Declaration, six new cities joined the GCD-network.

5th Worldwide Forum on e-Democracy in Issy-les-Moulineaux, France.

The 5th Worldwide Forum on e-Democracy took place on 29 - 30 September 2004 in Issy-les-Moulineaux, France, under the motto: "The Information Society. A new opportunity for democracy". Upon this new edition almost 1,500 participants from 40 countries participated in the debates animated by 90 French and foreign speakers. During this two-days Conference important themes were discussed such as security in the digital era, the development of electronic administration, the fight against the digital divide and the impact of ICT on the political life. On 30 September a GCD-workshop was organized on the theme "An international vision on the development of e-democracy in the cities". During an official signatory ceremony of the Helsinki Declaration the cities of Parthenay and Vandoeuvre-les-Nancy (France) joined the GCD-network.

TeleCities Summer Event 2004 in Ronneby (Sweden)

TeleCities is a sister organisation of GCD, focusing on ICT development in European cities. The title of this year' summer event was 'Flexible Citizens in Knowledge-based Cities'. The idea of the event was to present inititatives, experiences and projects that will stimulate further progress and development. Visions and strategies were mixed with concrete insights from a number of different countries. The Swedish minister Gunnar Lund was one of the keynote speakers. The conference language was English.

The sherpas of the GCD steering committee met in Ronneby on June 2, just before the event.

Baltic IT&T 2004 - eBaltics in Riga (Latvia)

The international Forum "Baltic IT&T" is one of the largest and most significant Information Technologies and Telecommunication events in the Baltic Sea Region, bringing together senior government representatives, experts from European Commission and international organizations, as well as top level executives from world’s leading companies in the IT-field. The Forum was held in Riga on 21 – 23 April 2004 and included an international conference and exhibition and several workshops. A GCD-workshop was also held on 23 April.

ISSS/LORIS 2004 in Prague and Hradec Kralove (Czech Republic)

The Local Regional Information Society Conference (LORIS) was held, as usual, in parallel with the National Conference ”Internet in Public Administration” (ISSS) in Prague and Hradec Kralove on 28 - 30 March 2004.

The main goal of the ISSS/LORIS Conference was to promote Information Society technologies ad services in public administrations, evaluate the progress in e-Government, consider issues of informative systems safety, discuss relevant European projects and co-financing programmes, implement best-practices and awards procedures, increase the number of local authorities willing to participate in European projects promoting partnerships in the process of the European integration.

4th General Assembly Meeting of the GCD in Lyon (France)

The 4th General Assembly Meeting of the Global Cities Dialogue [GCD-GAM] took place on 5 December in Lyon, France, in the framework of the 1st World Summit of Cities and Local Authorities on the Information Society.

The focus of this year's GCD-GAM was on the ”Cities Solidarity Initiative” (CSI), identified as network's priority action to fight the digital divide following the principle of decentralized co-operation, and designed to become an umbrella for all kind of projects and activities, sharing the common aim to promote the digital inclusion at global and local level.

During an official signatory session held on the eve of the General Assembly Meeting at Lyon City Hall, the mayors of following cities joined the Global Cities Dialogue, by signing the Helsinki Declaration: Bromont (Canada), Cerdanyola del Vallès (Spain), Dakar, Goudomp and Rufisque (Senegal), Geneva (Switzerland), Miraflores - Lima (Peru), San Joaquín de Flores and Heredia (Costa Rica), Segrate (Italy), The urban community of Rhone Sud (France).

October 2 – 4, 2003 IST-event 2003 in Milan, Italy

Co-organized with the Italian EU-presidency under the motto:

“The opportunities ahead. People, Business, Research, Policies”, the IST-event 2003 was held this year in Milan in the framework of SMAU 2003. The SMAU, which took place on 2 - 6 October, is one of the largest ICT and Consumer Electronics events in Europe. As in the past, the Global Cities Dialogue was once again represented at the Information Research Area of the European Commission with an information booth.

September 22 - 23, 2003 Launch Seminar of the URB-AL II Network 13 "Towns and the Information Society"

The Network 13, coordinated by the Free Hanseatic City of Bremen in the framework of the 2nd phase of URB-AL programme of the European Commission aims at promoting a lasting co-operation and long-term relationships between European and Latin American cities and local stakeholders in the field of Information Society. The Launch Seminar of the Network 13 took place on 22 - 23 September in Bremen, Germany. During this event a signatory ceremony of the Helsinki Declaration was held, to welcome eight new cities from Europe and Latin America in the GCD-network.

July 7-8, 2003 eGovernment Conference in Cernobbio (Como), Italy

The actual EU-Italian Presidency and the European Commission jointly organized a high-level conference on eGovernment on 7 - 8 July 2003 in Cernobbio (Italy). The goal was to consolidate the consensus in Europe regarding the strategic priorities for eGovernment set up in the eEurope 2005 Action Plan and to stimulate the dissemination of best-practices in the field of interactive public online services, especially at regional and local level.

July 3-4, 2003 Mobile Europe 2003: European Conference on mobile solutions

The European Conference on mobile solutions was held in Bremen, Germany, on 3-4 July 2003. The conference offered a platform for discussion on economic, political as well as strategic aspects of mobile communications. April 2-5, 2003 1st GCD-Steering Committee Meeting 2003 on 4 April in Riga, Latvia, in the framework of the eBaltic Conference

The 1st Steering Committee Meeting 2003 of the Global Cities Dialogue was held on 4 April in Riga, Latvia, in the framework of the IT&T eBaltic Conference, the most important annual event about Information and Telecommunication Technologies in the Baltic States.

Within the GCD-workshop, organized on 3 April 2003, GCD-cities, as Cologne (Germany), Hradec Králové (Czech Republic) Issy-les-Moulineaux (France), Ronneby (Sweden) and Riga (Latvia), had the opportunity to present their projects as "best practices" in the field of e-Education, e-Skills, e-Democracy, e-Security and e-Solutions.

During the Steering Committee Meeting the Mayors and HPRs agreed on a political statement and a basic strategy for the launch of the "Cities Solidarity Initiative" (CSI), aiming at the collection, the refurbishment and the distribution of second generation computers to GCD-cities and regions which do not dispose of sufficient technical, in order to improve their technical infrastructure. It was decided that the implementation of this initiative will be focussed on the use of existing structures, organizations and expertise.

Another important item set on the agenda was the presentation of a draft paper, as contribution of the GCD-network to the "Lyon Declaration", to be adopted at the World Summit of Cities and Local Authorities on the Information Society (WSCLAIS), which will be held on 4 - 5 December 2003 in Lyon, France.

March 23-25, 2003 ISSS/LORIS 2003: Local and Regional Conference on Information Society in Prague and Hradec Králové (Czech Republic)

More then 1850 participants from 27 European countries attended the ISSS/LORIS 2003 Conference, which has become the most significant e-Government event in the Czech Republic. The GCD-event was focussed on the collection, dissemination and transfer of relevant information and good-practices relating to public administration services for citizens, business and tourists, as provided in particularly by web sites. During the signatory ceremony following cities joined the GCD-network by signing the Helsinki Declaration: Bratislava and Moldava nad Bodvou (Slovakia), Hluboka and Pardubice (Czech Republic), Jagodina (Serbia and Montenegro) Kuressaare (Estonia), Panagyurishte (Bulgaria), Sopot und Zakopane (Poland).

November 25-27, 2002 Netlearning 2002, International Conference, Ronneby (Sweden)

More than 420 participants attended the Netlearning 2002 conference which took place on 25 - 27 November in Ronneby, Sweden. The main focus of this three-day-conference on flexible learning and e-Learning was the changed role for students and teachers within higher education. Teachers, university professors and researchers as well as enterprises within research and educational software development were invited to discuss issues like flexible, distant, distributed, problem based, e-, m-, technology supported, collaborative and supportive learning. Regional Conference Africa, in Bamako, Africa

This conference prepared the World Summit on the Information Society, which will take place in Geneva in December 2003 and in Tunis in 2005.

The 27 May has been a special day for consultation with Governments, technical experts, civil society and the private sector. The Global Cities Dialog has been one of the various participants.

The main conference from 28 and 30 May consisted of round-table discussions and thematic workshops on the information society's contribution to Africa, Africa's role in the Information Society, Africa in the governance of the Information Society and on how Africa can benefit from the Information Society.

6 new members have signed the Helsinki Declaration, in Issy-les-Moulineaux, France

During the first meeting of the steering committee the representatives of the cities of Bollnas (Sweden), Bordeaux (France), Lamentin (France), Seneffe (Belgium), Ljubljana (Slovenia) and Dubai (United Arab Emirates) have signed the Helsinki Declaration in the multimedia room of the city hall. San Francisco (United States) and several African cities were not present at this event, but also became GCD member. This took the number of the GCD members to 105, coming from 38 different countries. Moreover the steering committee has adopted a policy paper called "The City, Motor of e-Government"

5th ISSS Conference - "Internet in Public Administration and Self-government" in Hradec Kralove, Czech Republic

The aim of the conference was to get the municipal associations within the European Union involved in international cooperation focused on Information Society building and to strenghten the collaboration between the European Union members, the IT network and the European institutions. Moreover the ISSS conference will introduced four Czech Studies on Electronic Services at the local and regional level as well as the European Information Society networks ELANET, Telecities and ERIS@.

Mobile Europe 2002 in Bremen, Germany

The conference Mobile Europe 2002 offered a European-wide platform both for developers and users of mobile communications. It will especially focused on mobile applications in the fields of: personalised location based services, mobile entertainment, mobile business / mobile work, mobile health care and emergency management. A special highlight of the conference was the presentation of successful proposals within the recent IST call on pan-European testbeds ("2.5.-3 G: innovative services and applications"). Commissioner Liikanen, responsible for the information society at the European Commission, was one of the key note speakers. GCD Signatory Session organized within the framework of the IST-project CyberVote in Breme, Germany

Las Palmas and Telde de Gran Canaria, Santa Cruz and San Cristobal de la Laguna de Tenerife belonging to the Canary Islands joined GCD by signing the Helsinki Declaration in the presence of Mr. Rosendo Reboso, the Vice-Minister of Idustrial Development and Technological Innovation of the Canary Islands and Senator Willi Lemke, vice-chairman of the GCD.

The mayor of Telde (Canary Islands) has signed the Declaration of Helsinki in Bremen, Germany.

Through this signatory ceremony, which has taken place on last 17 January in the City Hall of Bremen, M. Aureliano Santiago, mayor of Telde, has joined the Global Cities Dialogue. Present at the ceremony were M. Rosendo Reboso, former vice-minister of industrial development and technological innovation of the Canary Island government and the Senator Willi Lemke, vice-president of the GCD. The ceremony was organized on the occasion of an international meeting on the project Cybervote which objective is to develop a secure netvoting system through mobile or fix computers. The towns which preside the GCD, Issy-les-Moulineaux, Bremen and Stockholm, are all three member of the Cybervote project, partly funded by the European Commission.

GCD policy leaders and e-commerce executives (GBDe) formalize agreement in Madrid: Policy decision makers of the Global Cities Dialogue and e-commerce executives of the Global Business Dialogue (GBDe) will meet on 25 April in Madrid in order to sign a co-operation agreement to reinforce the partnership between the GCD and the GBDe.

During the last years, the IST has become a major European event in the IT- field.
