The Global Cities Dialogue is a new initiative proposing an open framework for action for all cities interested in working together to realize the potential of an information society free from social exclusion and based on sustainable development. It builds on the premise that cities have a key role to play in the information society. They are the geographical, political, socio-economic and cultural entities where millions live, work and directly exercise their rights as citizens and consumers. They are close to grassroots processes and directly face a number of information-society issues, changes and opportunities from local democracy to more cost-effective services.

>>   How to join GCD?

All cities wishing to contribute to the growth of an equal and sustainable Information Society are welcome. Membership in the Global Cities Dialogue is free of charge but requires a personal commitment by the Mayor or a High Political Representative, that is an expressly designated local government official.

Each member city has to appoint a delegate, also known as “sherpa”, entrusted with representing the city and the city’s position at the working level of the GCD. The sherpas of the Steering Committee meet on a bi-monthly basis in order to work out common actions and to prepare the meetings of the high political representatives. Of course other sherpas are welcome to join these meetings on specific purpose.

To strength the network at the global level, active cities outside Europe can be nominated as official “Vice-Chair Cities of the Global Cities Dialogue” for their regions or respective continent. In this purpose each region with a Vice-Chair City should organize at least one GCD-event in order to promote the philosophy of the network and give the opportunity to the GCD-members to meet at the regional level. Applications for this position have to be sent to the GCD-presidency.

Mayors and HPRs as members of the Steering Committee meet twice a year in order to define the strategic direction of the GCD. Personal participation of all Mayors or High Political Representatives in the annual General Assembly Meeting is required and concrete actions should be undertaken to realize an "Information Society for all", in which all citizens can profit of the benefits brought by the new information and communication technologies.

To confirm the interest of your city in becoming GCD-member, you will have to fill in a membership application and return it to the GCD-presidency. This document will provide you with more detailed information as how to join the GCD-network and will help us to know more about your city, its activities in the IT-field, the topics that you would like to tackle with the other network’s members within the GCD.

It rests, finally, on the signature, at the time of a ceremony organized by the Global Cities Dialogue, of the Declaration of Helsinki and the Constitution signed in Bremen.
